Niño is INCITEGov’s National and Local Liaison Coordinator. He facilitates collaboration among democratic institutions of government, citizens, communities, civil society and the private sector, and heads the Public Fiscal Management Reform Program of INCITEGov. He is involved in the Constructive Engagement Program of the organization, capacitating CSOs in monitoring Social Protection programs of DSWD and Philhealth.
Niño earned his degree in Public Administration and Governance at the Polytechnic University of the Philippines, and is currently taking his graduate studies at the University of the Philippines, specializing in Public Fiscal Administration and Public Finance.
Reuben James Barrete
RJ is the Sectoral Development Officer of INCITEGov’s Constructive Engagement Program. He is involved in strengthening the social protection, resilience, and inclusive development of marginalized people through citizens and civil society empowerment, and partnership development. He finished Bachelor in Public Administration and Governance at Polytechnic University of the Philippines, and is now taking up his master’s degree in International Studies at the University of the Philippines.
Lisa is the Community Development Facilitator under INCITEGov’s Constructive Engagement Program. She works with RJ in the field, training community leaders, crafting policy papers, and providing technical inputs in designing the Capacity Building Module Development. Lisa is now completing her Master’s in Public Management at the University of the Philippines Open University.
Patrick is the Project Manager for Strengthening Local Stakeholder Influence in the Open Government Partnership. As Project Manager, he provides secretariat support to the civil society members of the PH-OGP Steering Committee and co-manages the process of crafting the country’s 4th National Action Plan. Patrick brings with him years of experience in the Department of Budget and Management, where he led several units and projects as head, manager, and consultant.
Chollim is the Project Assistant for Strengthening Local Stakeholder Influence in the OGP. She supports Patrick and Jen by giving assistance in the facilitation and implementation of the project through the documentation of activities, writing and consolidation of reports, and creation of database of partners and stakeholders. Before INCITEGov, Chollim worked as Project Associate for the Development Academy of the Philippines and USAID-Facilitating Public Investment.
Jen is the Project Officer for Strengthening Local Stakeholder Influence in the OGP. She works with Patrick to ensure the smooth implementation of the project by overseeing data collection, preparing concept papers, developing project proposals, participating in planning, and preparing reports. Jen had several years of experience both in the development sector and the government prior to INCITEGov, having served as consultant for the World Bank, USAID-FPI, LGA, NAPC, PHILDRRA, and UP School of Economics, and as Program Manager for DBM.
Raquel is the Finance and Administrative Assistant for Strengthening Local Stakeholder Influence in the OGP. She is responsible for the financial matters of the project, such as remittance preparations, disbursement, filing, and logistics. Prior to joining INCITEGov, Raquel has gained an extensive experience across the development and the private sector, working for organizations such as SEARICE, Task Force Mapalad Inc., and AVECS Corporation.
