The study group on Security Sector Reform (SSR) finally went out of town. INCITEGov and Saligan, with support from the Friedrich Ebert Stiftung teamed up to bring SSR discourse to Mindanao, Davao City in particular. From November 9 to 12, 2009, twenty one participants came in from different parts of Mindanao -- Marawi, Cotabato, Compstela Valley and others -- comprising individuals involved in peace building, human rights work, constituency building, for a seminar on SSR.

Many of the participants were involved in peace building in Mindanao and hence had previous engagement with members of the security sector. However most of them admitted to being awakened to the realization that SSR is not limited to making the soldier stop shooting.

Most of the participants also saw a "human face" of the soldier upon listening to speakers who were former high-ranking military officers. Highest commendations were reserved though for ex-Lt. Gen. Rodolfo Garcia, former head of the GRP panel involved in peace talks with the MILF. He was cited for having a heart for Moslems (a large number of participants were Moslem), despite being a combatant during his stint with the AFP.

There were "social" moments though amidst the hectic 4-day seminar. On their last night, hungry participants went to Marco Polo hotel to meet with ASEAN parliamentarians who were having their own sessions on SSR. But perhaps the social highlight was when participants feted main convenor, Ms. Teresita Quintos-Deles, with wine and roses on her birthday, November 11.
