    INCITEGov conducts budget monitoring course for CSOs

    Responding to the call of the Department of Budget and Management (DBM) on civil society organizations (CSOs) to participate in the budget process, INCITEGov conducted a short course for CSOs in monitoring the national budget at the Asian Institute of Management (AIM).

    The five-day workshop seminar, which ran from May 9 to 13, 2011, was designed to capacitate CSOs in engaging the budget process and monitoring how government agencies spend public funds. It includes discussions on public financial and expenditure management, the budget process, social budgeting, measuring budget performance and effective communications, with resource persons from the DBM, the academe and other non-government organizations.

    “Budget monitoring is an effective citizen participation tool and we want to empower CSOs to be more effective partners of development by producing quality evaluations of government agencies as firm bases for budgetary recommendations,” said Bing Osorio, INCITEGov trustee and lead of the Philippine National Budget Monitoring Project (PNBMP).

    The course enrolled 33 advocates from 29 CSOs nationwide. While the program was limited to the participants, some lectures were opened to the public and media, particularly the special topic sessions on public-private partnerships, conditional cash transfers and government procurement.

    At the end of the course, participants presented their workshop output, a budget monitoring plan, to a panel of experts which include Affiliated Network for Social Accountability-East Asia (ANSA-EAP) Executive Director Angelita Gregorio-Medel, AIM Policy Center Executive Director Ronald Mendoza, DBM Usec. Laura Pascua and Chair of House Committee on Appropriations Rep. Emilio Abaya.

    Last February, DBM released the National Budget Memorandum (NBM) No. 109, which allows and encourages the public to participate in how the national budget is formulated and spent. The landmark memo contained guidelines for the participation, through CSOs and aims to institutionalize citizen participation in the national government’s budget process.

    The workshop seminar is part of PNBMP Phase II funded by the the United States Agency for International Development (USAID) through the Local Implementation of National Competitiveness for Economic Growth (LINC-EG).
