PLAN International partners with INCITEGov, EVNet to strengthen the country’s Social Protection Systems
TACLOBAN CITY – Plan International in partnership with the International Center for Innovation, Transformation and Excellence in Governance (INCITEGov) and Eastern Visayas Network of NGOs and POs have formally launched the Action on “Strengthening Social Protection, Resilience, and Inclusive Development for Marginalized People through Citizens and Civil Society Engagement” last 10 February 2016 at Hotel Alejandro in Tacloban City.
The Partnership Agreement was hailed by the presence of the implementing partners’ representatives – Mr. Dennis O’Brien (PLAN International Country Director), Dr. Diana Van Daele (Delegation of the European Union to the Philippines’ Program Manager on Health), Ms. Natalie Chrisine V. Jorge (INCITEGov Executive Director), and Ms. Clarita P. Napoles (EVNet Vice-President).
The three-year action covers Samar, Eastern Samar, Northern Samar, and Masbate provinces to strengthen and improve the country’s social protection systems to attain a more inclusive scheme with special attention on children/youth, women, families/communities, PWDs and other marginalized groups; and build the capacity of civil society and citizens to hold duty bearers accountable of their actions; and to create a more collaborative efforts among stakeholders.
The Action aims to (1) represent the children, youth and persons with disabilities (PWDs) regardless of sexual orientation to monitor the implementation of social protection service delivery, focusing on social insurance, social safety nets, social welfare, as well as other health and education services at the barangay and municipal levels; (2) establish and institutionalize a participatory and inclusive monitoring mechanism on social protection program to increase effectiveness and inclusion of marginalized groups in social protection delivery; and (3) increase CSO representation of marginalized groups and to advocate a more inclusive social protection policies and programmes.
“Through this collaborative project, in partnership with EU, PLAN International and the Eastern Visayas Network (EVNet) will be able to forward essential policy reforms and initiatives to capacitate communities and citizens in monitoring social protection projects and advocating a participative society through engaged civil society organizations.” Ms. Jorge said.
She further added that INCITEGov is proud to be a member of this partnership and through its Constructive Engagement Program founded on the framework of Democratic Politics, Good Governance, and Development Outcomes, the action perfectly suits the program of the alliance.
Representatives of the implementing partners also expressed their respective support for the partnership of the action with immense commitment for the success of the project.
